ABOUT VICTORY DRONES
Victory Drones was founded in 2022 by Maria Berlinska, a Ukrainian visionary aerial reconnaissance pioneer who has served on the frontline since 2014 and anticipated the central role technology would play in modern warfare.
Maria Berlinska is often referred to as the “Mother of Drones”
Her vision was simple:“Train hundreds of thousands of people to defend their country using technology and robotic systems.”
Victory Drones is widely recognized as the largest and most successful civil-military cooperation initiative in Ukraine’s defense ecosystem focused on defense technology education, advocacy and community building.
Victory Drones is a pioneer of Ukrainian Defense Tech training and capability development and one of the country’s leading civil-military cooperation initiatives.
Victory Drones has shaped the technological transformation of modern warfare. It connects and engages with all key stakeholders of the defense ecosystem of Ukraine.
Since 2022, our programmes have educated more than 350,000 Ukrainians, including 190,000+ officers and soldiers through hands-on practical training, supported by a network of 170+ instructors.
Our key achievements
● creating the first official military FPV training school in the world;● contributing to the reform of basic military training to reflect the technological realities of modern conflict;● building Ukraine’s largest miltech community;● developing training programmes and methodologies at scale across multiple UxS and defence-technology domains;● receiving recognition from NATO and senior Ukrainian defence leadership.● Mention in a NATO Lessons Learned Handbook as a “strategic level phenomenon”.
Today, Victory Drones connects a broad ecosystem of training schools, experienced instructors, technology manufacturers, military experts and institutional partners. This network allows our training programmes and methodologies to continuously evolve alongside changing operational requirements and fast development of technologies on the frontline.
The courses currently offered to Ukrainian soldiers
● UAV Operator: ISR, FPV, interceptor, middle/deep strike drones, and others.● UGV: unmanned ground vehicles.● Engineering: repair and maintenance of UAVs.● EW: usage of electronic warfare in CUAS procedures.● Battle management and situational awareness systems.● Cybersecurity & OSINT.● Technological BGMT: usage of technologies in basic general military training.
From training to strengthening allied capability and deepening strategic partnerships
Ukraine has accumulated unique expertise not only in operating unmanned systems, but in adapting rapidly as technologies, threats and operating environments change.Sharing this expertise with trusted partners has a broader strategic purpose.
The model is based on reciprocal value: Ukraine contributes experience, training expertise and a dynamic technology ecosystem, while partners bring complementary technologies, research capabilities, infrastructure, institutional knowledge and opportunities for joint development.
This approach helps Ukraine’s allies strengthen their readiness and resilience, reinforcing joint technology and defense innovation.
Our ambition is to establish Ukraine as an international reference point for Defense Tech capability development and to ensure that Ukrainian experience contributes to how allied partners prepare their people, institutions and the miltech industry for contemporary security challenges.
Victory Drones Center of Excellence (VD CoE) aims to become a capability-development platform and international integrator connecting training organisations, educational institutions, technology manufacturers, military experts, and trusted international partners.
We are not looking to simply train. We aim to build strategic partnerships. Over time, cooperation can evolve from individual programmes into sustained institutional partnerships encompassing:
● train-the-trainer and instructor development programmes;● national-level and organisational-level training capability development;● training methodology and curriculum development;● converting lessons learned into capability upgrades;● integration of emerging defense technologies;● exercises, expert exchanges and joint capability-development initiatives;● cooperation with Ukrainian technology developers and manufacturers;● longer-term institutional and government-to-government cooperation.
VD CoE focuses on partnerships with allied defence and security organisations, training providers, technology companies, government institutions and other trusted partners seeking to strengthen their Defence Tech capabilities.
Cooperation can begin with a focused training or instructor-development programme and evolve into a broader long-term partnership.
Our approach starts with analysing the partner’s current capabilities, shaping the roadmap towards desired improvements, and developing the appropriate combination of training, expertise, technology and institutional cooperation around that objective.
